Minutes of the Stratfield Turgis Parish Meeting

Held on 26th August 2009 at 5pm at Potters Cottage

Present:

Mrs Sheila Campbell in the chair, Mr Simon Boase, Mr Jonathan Coyle (from 6pm), WPC Mandy Jewel and Professor Robert Walker

The minutes of the meeting held on 30th July were approved.

09.08.1

 

Matters arising from the minutes

 

a

CEEF grants. The cheque of £500+ for the bench should be credited next week. The decision on the Map Board will be made in September.

 

b

Lease. Sheila reported there was still no reply from Stephen Clark. It was agreed that Sheila will write again and say that if we do not hear by the end of September, we shall renew the existing lease for the cricket pavilion.

 

c

Speed limits. Sheila has emailed Hartley Wespall parish council concerning the possibility of 30mph speed limits on the lanes within the two parishes but the chairman is currently on holiday. Sheila will also contact Keith Chapman on this matter. The A33 is part of a 2 year plan to look at speed limits on A and B roads in the county. Sheila will contact Mott Gifford ( the consultants involved ) and ask about the review process and whether we will have an opportunity to comment on any proposals for the A33.

Bank Documents. Sheila gave Robert the forms to complete and submit to the NatWest  Bank before he can counter sign cheques against the parish account.

Farm machinery.  Simon will again contact Michael Mark (Turgis Court Farm) to ask if he will move some machinery blocking access to footpath No 4

Planning.

Nothing to report.

Finance.

 

a

Cheques. Agreed to cancel cheque for lock and chain and make out a new cheque for £41—58 to Sheila. Agreed cheque for £29, cost of renewing our CPRE subscription and one for £25 to CountryWatch.

Cash book 2009/10. Our current position is: income- £2298.53 and expenditure-£1738.45. It was agreed that we need to exert caution for the rest of the financial year.

 

c

Interest rates. We are currently receiving 0.2% on our deposit. Sheila has investigated the possibility of obtaining a better rate but cannot find one.

Freedom of Information. There was a discussion regarding the material that can be put on the parish website

Transport. There was a discussion concerning “Rural Ride” which operates on a Wednesday for Stratfield Turgis and can be booked from the previous Friday. Simon to put information about it in the “Link” and on the website   There is also a taxi share scheme which operates in Hartley Wespall and surrounding villages but does not include Stratfield Turgis. Sheila will investigate to see whether we can be added to the scheme.

Correspondence.

 

a

Pathwatch. This is a scheme to report illegal events which occur on footpaths, for example, vehicles on byeways. (contact number 08456001747, email community.safety@hants.gov.uk)

 

b

Water companies. There is a list of numbers which householders can call to verify if callers are bone fide water company employees. Our water is supplied by Southern (phone number 0845 6018855) and Simon will put their number in the “Link” and on the notice board.

 

c

Thrive. This is a scheme for gardening independence for older people and a guide is available. Sheila will give Linda Sycklemoore a copy to present at the next meeting of the Sherfield Gardening Club.

Guide to local Development Framework. Sheila will read this and introduce a discussion on the topic at our next meeting.

Clerks Correspondence.

 

a

Hampshire Assoc. Local Councils. The annual meeting will be held on 10th                    October at St Swithun School, Winchester. Sheila has the form for attendance which should be returned by 23rd September by anyone wishes to attend. We can send two delegates. The Clerk drew attention to the following items: the formation of a business plan for the association; information on the “Choose 30” scheme; formation of a county Senate by HCC; value of using the designated solicitors, Hedleys.

Land Registry. Parishes are being encouraged to register their land. Sheila informed the meeting that out land was registered.

 

c

Vitalise. A letter has been received requesting support from Vitalise which provides breaks for disabled people and their carers. It was agreed that due to our financial position we unfortunately could not support this request.

Outdoor exercise equipment. A brochure has been received and noted, offering outdoor exercise equipment. It was agreed to take no action.

 

e

Bluetooth. A brochure has been received advertising shelters which provide facilities for listening to music etc. It was agreed to take no action.

Local Council News Bulletin. Two items were noted, improve communication within a parish through an interactive website (Simon to try this on our website as a 3 month experiment and monitor use) and the value of the small grant scheme to parishes.

Hampshire Now.  A special issue on “Fitness and Fun” was distributed.

Village Plan. Both Sheila and Simon tabled comments on the village plan and these were discussed at length. It was agreed that Jonathan would email a revised plan for discussion at the next meeting. Any comments on the risk register would be reviewed then too.
